The moment a letter bomb is identified, the Defense Disposal Service (EOD in the Netherlands) arrives on site to disarm the explosives. As the offender(s) always give the letters a new appearance, it is difficult to recognize whether it is a suspicious package. That is why it has gone wrong a few times.
